Sauna business licensing, regulations & insurance in the UK
There's no single "sauna licence" in the UK, but there are real obligations you can't skip: the right insurance, health-and-safety compliance, and in some areas a council licence. Get these right early; they're the part that protects your customers, and your business if something goes wrong.
This is general guidance, not legal advice. Requirements vary by council and insurer, always confirm locally.
The British Sauna Society recommends Sauna Box by name.
Do you need a licence?
There's no nationwide sauna licence, but check these with your local council:
- Special treatments licence: some councils (notably parts of London) require one for saunas, steam and massage-type treatments. Many areas don't. Ask yours.
- Premises / alcohol licence: only if you plan to sell alcohol.
- Trading consents: markets, beaches and council land usually need a permit or concession from the landowner.
The insurance you need
- Public liability: essential; covers injury or damage to customers and the public.
- Employers' liability: a legal requirement if you employ anyone (even part-time).
- Towing cover: for mobile units, on top of your vehicle policy.
- Business interruption & equipment: sensible cover for the asset and lost income.
Tell your insurer exactly how you operate (heat, water, public access, mobile or fixed) so you're properly covered.

Health & safety
You're responsible under the Health and Safety at Work Act 1974. The essentials:
- A written risk assessment for your setup.
- Fire and heater safety: correct heater clearances, guarding, and a clear evacuation plan.
- Electrical safety: installation and testing by a qualified electrician.
- Ventilation and water hygiene, and clear customer guidance (session limits, who should not use a sauna, hydration).
Extra bits for mobile saunas
If you tow a sauna: a standard UK Category B licence covers loads up to 3,500kg (since December 2021), which fits most builds, confirm your unit's weight. You'll also want towing insurance, and permission from whoever owns the land where you trade.
Serving drinks or food
Offering tea, water or snacks is a lovely touch, but if you prepare or sell food or drink you'll likely need to register as a food business with your council (free, and at least 28 days before you start). Keep it simple to keep it easy.
